The Commissioner of Health of Ulster County brings this neglect proceeding pursuant to article 10 of the Family Court Act, charging that Kevin Sampson, a male child under 16 years, of age is neglected by reason of the failure of his mother, Mildred Sampson to provide him with proper medical and surgical care.
