This is an appeal from the conviction of appellant for violation of a Baltimore City ordinance, by two trial judges sitting without a jury.
By Chapter 28, Laws of Maryland, Extraordinary Session, 1948, the Mayor and City Council of Baltimore, (the City), by an enabling act was authorized by the Legislature to issue certificates of indebtedness, the proceeds of which were to be used for the purposes of providing places for storing, parking and servicing self-propelled vehicles, and to create a commission with full power to administer and supervise these expenditures.
