This case concerns a Freedom of Information Act ("FOIA") request for records relating to a Defendant Department of Energy ("DOE") investigation into lobbying activities of Sandia Corporation ("Sandia"), a contractor hired by DOE to operate Sandia National Laboratory, a government-owned nuclear facility.
