Specially Concurring. — The statement of Mr. Chief Justice Burnett covers all of the material issues.in this case, and with the final conclusion there reached I fully concur, but upon other grounds than those stated in his opinion.
I do not believe that the certificates of the notaries public or county clerks are the only evidence which entitles a measure to go upon the ballot, but only such evidence as in the absence of a showing to the contrary authorizes the Secretary of State to file the petition and cause the measure to be printed upon the ballot.
