*166General provisions “ concerning streets and sewer's in the city of Pittsburgh,” were contained in an Act of Assembly passed in the session of 1863, and approved on the 6th of January 1864 (Pamph. L. of 1864,1131). The first three sections regulated the mode by which streets, lanes and alleys should be laid out, opened, widened, straightened and extended.
