The United States Postal Service (“USPS”) permits the use of personalized postage stamps. Believing that a bespoke stamp would help publicize an upcoming gallery exhibition, local artist Anatol Zuk-erman submitted a proposed design— aimed at critiquing the Supreme Court’s Citizens United decision — to a third-party vendor that prints the customized stamps on USPS’s behalf.
