The Hawaii Insurance Guaranty Association (HIGA) is a nonprofit unincorporated legal entity'established by the legislature “to provide a mechanism for the payment of covered claims under certain insurance policies [in order] to avoid financial loss to claimants or policyholders because of the insolvency of an insurer [and a means] to assess the cost of such protection among insurers.” HRS §431D-2(1985).
