Akers (“Akers”) appeals from a decision of the Court of Appeals for Veterans Claims (“Veterans Court”) affirming a decision of the Board of Veter*1255ans’ Appeals (“Board”) refusing to grant Akers an earlier effective date for dependency and indemnity compensation benefits.
