KRAVITCH, Circuit Judge:

Plaintiffs filed this class action in March 1977 challenging the at-large systems for electing Escambia’s County Commissioners and School Board members. The case was consolidated with another class action suit challenging the election scheme for the Pensacola City Council. The district court held all three systems unconstitutional, and defendants in each case appealed.
