TANG, Circuit Judge:
Melvin Peura appeals the district court dismissal of his federal and state law claims against the Commissioner of Alaska’s Department of Health and Social Services and the State of Alaska. Peura challenges the denial of his claim that, in determining the amount of his income to be contributed to his health care, state administrators of Alaska’s Medicaid program should exclude the entire amount Peura must pay to support a minor pursuant to a state court divorce decree, and also the amount withheld by the government from his federal disability pension to pay income taxes.
