I. INTRODUCTION

This matter comes before the Court on a motion for a preliminary injunction (Dkt.#2) filed by plaintiff Gilda Kabbani (“Kabbani”). Kabbani seeks to preliminarily enjoin defendant Council House, Inc. 1 from enforcing a provision in her lease requiring her to follow the “House Rules” for her apartment complex or face warnings and potential eviction.
