HEANEY, Circuit Judge.
The State of North Dakota appeals from the District Court’s denial of its request under the Freedom of Information Act (FOIA or the Act) to inspect various government documents. We reverse.
North Dakota requested access to several government documents prepared in connection with the Administration’s policy concerning water projects, particularly, the Garrison Diversion Project in North Dakota.1 Its request was denied by the respec*179tive agencies.
