This is a petition for a writ of prohibition issuing from this court to restrain the District Court of Mayagüez from exercising jurisdiction over a mandamus proceeding insti*512tuted against the Superintendent of Insurance of Puerto Rico on the ground that the matter lies exclusively within the jurisdiction of this Supreme Court.
