HOLMES, Judge.

This is a ease involving the interpretation of a local act governing the civil service system of the City of Russellville, Alabama (City).

The city council of the City voted to abolish the position of assistant city clerk, a position within the City’s civil service system. The employee who held that position thus lost her job. She appealed the matter to the City’s Civil Service Board (board), which determined that the employee should be “reinstated” to the position of Clerk Typist I in the Park and Recreation Department of the City.
