On this appeal, the Massachusetts Department of Public Welfare (the Department) and its executive officials 1 challenge a determination by the district court, 366 F.Supp. 947 that the Department’s reduction of plaintiff’s AFDC “shelter allowance” 2 violated section 402(a)(7) of the Federal Social Security Act, 42 U.S.C. § 602(a)(7) (1970), and the regulations promulgated thereunder. 45 C.F.R. § 233.20(a) (3) (ii)(c) (1972).
