Petitioners, Kenneth T. Fox and William D. Campagna, received Ph Ds in counselor education from St. John’s University in New York City. Both are licensed psychologists in *772other States and seek admission to New York’s licensing examination in psychology. Their applications were denied by respondent Division of Professional Licensing Services for failure to satisfy the statutory education requirement (see, Education Law § 7603 [2]).
