I. BACKGROUND
Before this Court is BP Products North America Inc. [hereinafter “BP”] Notice of Removal filed on September 13, 2010, pursuant to 28 U.S.C. § 1452(a), and Chartis Insurance Company — Puerto Rico [herein after “CHARTIS”] Motion for Remand and Memorandum Thereof filed on October 13, 2010, pursuant to 28 U.S.C. § 1452(b).
