Charles Kapar was a passenger on a Kuwait Airways jet that was hijacked in 1984. He sustained serious injuries when he was beaten and tortured during the hyaeking. In September 2004, the Court awarded Kapar a $13.5 million default judgment under 28 U.S.C. § 1605(a)(7).— the state-sponsored terrorism exception to the Foreign Sovereign- Immunities Apt— on his claim against Iran and the Iranian Ministry of Information and Security for their role in the hijacking.
