BOLIN, Justice.

The Montgomery County Department of Human Resources (“the County DHR”) and the Alabama Department of Human Resources (“the State DHR”) (hereinafter referred to collectively as “DHR”) and the Department of Mental Health and Mental Retardation (“DMH”) request both a writ of certiorari and a writ of mandamus.
