This matter is before the Court on plaintiffs objections to the Report and Recommendation' of the Special Master recommending denial of plaintiffs motion for a preliminary injunction requiring the District of Columbia Public Schools (“DCPS”) to implement two Hearing Officer Determinations (“HODs”) issued in January 2003 and November 2004.
