Proceeding pursuant to CPLR article 78, inter alia, to review a determination of the respondent State Commissioner of Social Services, dated November 15,1979 and made after a statutory fair hearing, which affirmed a determination of the local agency to reduce the grant of public assistance received by petitioner on behalf of herself and her two minor children in order to recoup an overpayment of public assistance which allegedly resulted from petitioner’s willful withholding of information.
