MEMORANDUM OPINION
BRIMMER, Chief Judge.
This case arises from plaintiffs’ contention that the Bureau of Land Management issued an oil and gas lease, and later granted an Application for Permit to Drill (APD), in violation of the National Environmental Policy Act (NEPA), 42 U.S.C. § 4321, et seq. By the July 1, 1985 Order of this Court, plaintiffs’ motion for a Temporary Restraining Order on the granting of the APD was denied.
