Appeal from a decision of the Unemployment Insurance Appeal Board, filed June 26, 1987, which ruled that claimant was entitled to receive unemployment insurance benefits.

Claimant was employed by the Human Resources Administration of the City of New York (hereinafter the employer) as a provisional special officer from 1981 until his discharge on June 12, 1985.
