The water company insists that the finding of the trial court, that the rates fixed by the ordinance were unjust and unreasonable, is a finding of fact that has the weight of a verdict of a jury and should not be reversed except for clear and indubitable error. The trial court did not see the witnesses but heard the case upon the evidence reported in writing by the master.
