CRAVEN, Circuit Judge:

This is a reconsideration en bane of a panel decision reported under the same name, 431 F.2d 293. We granted the government’s petition for rehearing and adopted its suggestion for reconsideration en banc because of our concern for the safety of the President and for his protection from disruptive threats of violence to his person. We considered further oral argument unnecessary, but granted permission to the parties to file supplemental briefs.
