I. INTRODUCTION.

The plaintiffs, John DeVeau and Patricia DeVeau, (“Plaintiffs”), filed suit pursuant to the Federal Tort Claims Act, 28 U.S.C. § 2671, et seq., and 1346(b) alleging that the defendant, United States of America (“Defendant”) was negligent.
