MEMORANDUM OPINION AND ORDER

This is a Motion for Reconsideration by Defendant, City of Detroit, of a decision by this Court on October 3,1986, which grant ed, in part, and denied, in part, a similar motion by Plaintiff. On October 30, 1986, this Court entered an Order that enumerated the bases for its decision of October 3, 1986.
