Under section 293 of chapter 24, Hurd’s Revised Statutes of 1903, where the owner fails to comply with an ordinance providing for the construction of a sidewalk along his property, the same may be constructed by the city, town 01-village, and if the municipality has contemplated, in the event of such failure, collecting the cost of the improvement from the owner by special taxation,- the ordinance providing for the construction of the sidewalk must direct “that a bill of the cost of such sidewalk, showing in separate items the cost of grading, materials, laying down arid supervision,” shall…
