BEASLEY, Judge.

North Carolina Respiratory Care Board (Board) appeals an order affirming in part and modifying in part, the Board’s Final Agency Decision and Order. For the following reasons, we reverse.

Angelique Thompson (Thompson) is a licensed respiratory care practitioner in North Carolina who obtained her licence to practice in July 2004. In September 2005, she began working at Eight’s Medical Corporation, a durable medical equipment company that provides home care.
