In these appeals, we consider issues relating to a decree requiring the City of Manassas to make efforts to cede jurisdiction of a portion of the City to Prince William County.

The Town of Manassas, formerly a part of Prince William County, became a city of the second class independent of the County in 1975. The newly created City and the County executed an Agreement, described as an inter-jurisdictional agreement, to facilitate the transition of the Town’s status to a city.
