This secondary agency appeal arises from the cancellation by the Hawaiian Homes Commission (the “Commission”) of Lease No. 2477 of Residence Lot No. 38 in Wai-manálo, O'ahu (“Lot 38”) to Appellant-Appellant Raymond T. Tanaka (“Tanaka”). Tana-ka appeals from the “Judgment in a Civil Case” and contests the “Findings of Fact, Conclusions of Law and Order Affirming Hawaiian Homes Commission’s Decision and Order to Deny Request for Reconsideration, Dated November 30, 2001,” entered by the first circuit court1 on November 7, 2002.
