A judge of the Lowell Division of the District Court Department, Juvenile Session, after a hearing conducted pursuant to G. L. c. 119, § 61 (1988 ed.), dismissed the juvenile complaint, and ordered the juvenile (petitioner) to be arraigned on an adult complaint alleging murder. The petitioner subsequently was indicted for murder in the first degree. A judge in the Superior Court denied the petitioner’s motion to dismiss.
