This is an action to foreclose assessment liens for the construction of sewers in the city of Spokane. In 1904 a petition was addressed to the board of public works and city council of said city, signed by the owners of property fronting upon Pacific avenue, a street within the city. The petition asked for the construction of a sewer to be laid in Pacific avenue at the expense of the city and property owners.
