Petitioner, the Monroe County Department of Human Services, by petition filed September 3, 2013 seeks to terminate the parental rights of Nadir B., respondent father, to his sons Xavier (date of birth x/xx/xxxx) and Amir (date of birth x/xx/xxxx), alleging that he abandoned the boys.
