The controversy grows out of a difference of opinion as to the correct amount of surplus balance in the city general fund on June 30, 1933. The levy was based upon a surplus balance of $160,476.95. The protestant claims that the correct surplus balance was $327,098.34. The difference between the amounts claimed by the respective parties as the correct surplus balance is obviously $166,621.39.
