The Farmers Deposit Bank of Brandenburg appeals from a judgment of the Franklin Circuit Court affirming the decision of the Department of Banking and Securities to approve the bank charter application of the proposed Meade County Bank (the “proposed bank”). An application for a Bank Charter and Federal Deposit Insurance (the “application”) was filed with the Department of Banking and Securities (the “Department”) on December 9, 1982.
