This appeal concerns whether dimensional, parking, and other regulations within the city of Newton’s zoning ordinance can be applied to a construction project planned by the Trustees of Boston College (BC). In 1996, BC applied to the Newton board of aldermen (the board) for special permits to construct three connected buildings, called the Middle Campus Project (MCP), and for relief from the parking regulations of the city’s zoning ordinance.
