hThe State of Arkansas appeals from an October 20, 2013 Pulaski County Circuit Court order dismissing second-degree battery and second-degree assault charges that were pending against Derrick Lamont Thomas. The charges arose from an April 6, 2011 incident at the Arkansas State Hospital, where Thomas had been committed for a mental evaluation by court order in a separate criminal case.
