Hubert E. Schaumleffel, State’s attorney of St. Clair county, the plaintiff in error, filed a petition, and later an amended petition, in the circuit court of said county for a writ of mandamus to compel defendant in error, A. J. Hoby Hoerr, as county clerk, to determine the rate per cent upon the proper valuation of all .taxable property in said county in the year 1920,—and from year to year thereafter until certain hard road bonds and interest thereon have been fully paid,—that will produce the amount necessary to pay said bonds and interest thereon as certified by the board of supervisors,…
