In this CPLR article 78 proceeding petitioner, Idell Speed, seeks to annul a decision after fair hearing of respondent Commissioner of the New York State Department of Social Services (State commissioner), affirming a determination of respondent director of Monroe County Department of Social Services (county department) which denied him transportation assistance.
