MEMORANDUM OPINION

ELLIS, District Judge.

I.INTRODUCTION

This is a 42 U.S.C. § 1983 action in which plaintiff claims that defendants 1 unlawfully discharged him from his position as an outreach counselor for the Fairfax County Juvenile and Domestic Relations District Court in retaliation for the exercise of his First Amendment rights.
