Plaintiff, Colonial Press International, Inc. (Colonial Press), filed a post-award bid protest in this court, challenging the United States Government Printing Office (GPO) award of a contract under a United States Department of Health and Human Services (HHS) initiative known as Program 199-S to Fry Communications, Inc.
