Appellee MidFirst Bank (“MidFirst”) sued in district court to enforce an Oklahoma federal-court judgment in its favor against Rebanee Healthcare of Texas, Inc. (“Reliance-Texas”) and Reliance Healthcare of Houston, Inc. (“Reliance-Houston”) (together “Reliance”). 1 MidFirst also sought to enforce its perfected security interests in the receivables of Reliance originally held by the Comptroller of Public Accounts (the “Comptroller”) under the administration of the Texas Department of Human Services (“TDHS”).
