DAVIS, Justice:

The appellants, Elmer and Wilma S., 1 plaintiffs below, appeal from an order of the Circuit Court of Mingo County denying their petition for visitation with their natural grandson. The circuit court found that Elmer and Wilma did not have standing to petition the court for visitation due to the previous termination of the parental rights of their son, the child’s father. The appellants argue that they are entitled to visitation under the provisions of W. Va.Code § 48-2B-1 et seq. We disagree. We hold that W. Va.
