CUMMINGS, Circuit Judge.

This is an appeal of an order granting summary judgment to the United States on a civil forfeiture claim. The property ordered forfeited is the On Leong Chinese Merchants Association Building (“Building”), a three-story landmark located in Chicago’s Chinatown and owned by claimant, the On Leong Chinese Merchants Association (“On Leong”). The government alleged that the Building housed an illegal gambling business, and sought forfeiture pursuant to 18 U.S.C. § 1955(d).
