This case was transmitted to the court by the Committee on War Claims of the House of Representatives under the provisions of the Bowman Act, § 1. The claim is for the military occupation of real property in the city of Memphis, the entry or seizure having been made immediately after the capture of the city. By the fourth section of the act the court is inhibited from exercising jurisdiction of claims for the'occupation of real property at the seat of war, and the first question in the case is whether jurisdiction can be entertained under that act by virtue of which the case has come into…
