MEMORANDUM OPINION AND ORDER

ASPEN, Chief Judge:

After Debtor Rachel Fisher filed the Chapter 13 bankruptcy petition that started these proceedings, she incurred but ignored ten parking tickets issued by the City of Chicago. Eventually, the City immobilized, towed, and destroyed her ear. In the bankruptcy court, Fisher argued that the City’s actions violated a provision of the automatic stay, 11 U.S.C. § 362(a)(3), that protects property of the bankruptcy estate.
