LBYRNES, Chief Judge.

Plaintiff-appellant, Raymond Jones, appeals a judgment dismissing his claim for damages against the defendant-appellee, the City of New Orleans. We affirm.

The plaintiff sued for damages suffered as a guest passenger in a pick-up truck driven northbound on Alvar Street by Harry Thompson at the intersection of Alvar Street and Claiborne Avenue. Plaintiff initially filed suit against the City of New Orleans because of a defective traffic signal at the intersection, but subsequently amended to add Howard Sullivan, the driver of the other vehicle and his insurer, Progressive…
