SEYMOUR, Circuit Judge.

Kenneth Dulworth, an Oklahoma inmate appearing pro se, seeks to appeal the district court’s denial of his motion for costs. Mr. Dulworth sought costs in connection with an application for a writ of habeas corpus that he filed under 28 U.S.C. § 2241 to challenge his security classification and earned credits calculation. The district court dismissed the § 2241 application as moot after the Oklahoma Department of Corrections voluntarily gave Mr. Dulworth all the relief he sought.
