Prior to May 1, 1940, for various periods ranging from three to twenty years, the plaintiffs were dealers in fish, which they sold from stands in the roadway of South street between Beelcman street and Peck slip under permits from the department of markets of the city of New York. Each leased a small space on one of the upper floors of buildings abutting on South street which they call offices and which doubtless were in fact used for making and keeping such limited records as their business required, and some of them had telephones over which orders sometimes were taken, and one of them also…
